WHY IT MATTERS
Why Europe is reinforcing protective legislation
Europe is strengthening environmental criminal law in the recognition that existing rules were failing to deter serious environmental harm or hold perpetrators accountable.
The revised EU Environmental Crime Directive 2024 responds by increasing penalties and liability, including aggravated offences "comparable to ecocide". The Council of Europe’s 2025 Convention similarly recognises particularly serious offences “tantamount to ecocide”.
“It is greatly encouraging that the European Parliament is taking the concept of ecocide seriously…This is a most significant first step, as the EU seeks to play a leadership role in taking the region and the world to a more benign environmental future.”
Professor Philippe Sands KC
international lawyer and writer, Co-chair of the Independent Expert Panel for the Legal Definition of Ecocide
